The Internal Revenue Service (IRS) has updated several tax forms used to claim the [Alternative Fuel Excise Tax Credit](http://www.eere.energy.gov/afdc/progs/view_ind_fed.php/afdc/319/0){target="_blank" rel="noopener noreferrer"}. As a result of these updates, taxpayers claiming a rebate or payment for the \$0.50 per gallon credit mustfile Form 8849, Schedule 3 ([PDF 189 KB](https://www.irs.gov/pub/irs-pdf/f8849s3.pdf){target="_blank" rel="noopener noreferrer"}). Additionally, corporations and businesses may use Form 8849, Schedule 3 to claim a quarterly credit instead of using Form 4136 ([PDF 263 KB](https://www.irs.gov/pub/irs-pdf/f4136.pdf){target="_blank" rel="noopener noreferrer"}) to claim an annual credit. According to the IRS, claimants that intend to file Form 8849, Schedule 3 must file no later than the end of the quarter following the quarter in which the fuel was used or sold. The Renewable Fuels Infrastructure Program provides financial assistance to qualified 85% ethanol (E85-capable) and biodiesel retailers. Cost-share grants are available to upgrade or install new E85 or biodiesel infrastructure. From January 1, 2026 through July 1, 2030, ethanol projects must be E85 capable or otherwise...
The Renewable Fuels Infrastructure Program provides financial assistance to qualified 85% ethanol (E85-capable) and biodiesel retailers. Cost-share grants are available to upgrade or install new E85 or biodiesel infrastructure. From January 1, 2026 through July 1, 2030, ethanol projects must be E85 capable or otherwise E40 or greater. Ethanol grants are capped at \$75,000 per site, with 70% to 90% of project costs covered based on a tiered system for sites. Retail biodiesel projects must store and dispense B20+ or use blender pumps with B5+ or B11+ available depending on the season. Biodiesel awards cover 70% of costs up to \$50,000 per site. Biodiesel distributors may apply for cost-share grants for infrastructure upgrades and installations at biodiesel terminal facilities. Facilities blending or dispensing blends ranging from 2% biodiesel (B2) to 98% biodiesel (B98) are eligible for up to 50% of the total project, up to \$50,000. Facilities blending or dispensing B99 or B100 are eligible for up to 50% of the total project, up to \$100,000. The Renewable Fuels Infrastructure Board receives administrative support from staff within the Iowa Department of Agriculture and Land Stewardship and has the authority to determine the eligibility of applicants. The National Highway Traffic Safety Administration (NHTSA) released a Notice of Proposed Rulemaking that calls for a substantial increase in the Corporate Average Fuel Economy (CAFE) standards for passenger cars and light trucks manufactured in Model Years (MY) 2011-2015. The proposed rulemaking raises required average fuel economy to 35.7 miles per gallon (mpg) for passenger cars and 28.6 mpg for light trucks, for an estimated industry-wide average fuel economy of 31.6 mpg by MY 2015. The proposed regulations are expected to increase energy security, address reduce transportation-related air pollutants, increase the applicable life of fleet credits from three to five years, and allow credit trading between vehicle classes and among manufacturers. A commercial vehicle or gasoline powered vehicle, other than private passenger vehicles, may not idle for more than five minutes during any 60-minute period. Exemptions are allowed for the following: 1) a vehicle stopped in traffic or at the direction of a law enforcement official; 2) a vehicle needing auxiliary power for equipment or for climate control to prevent a safety or health emergency; 3) a vehicle being inspected by a state or federal motor vehicle inspector; 4) an emergency vehicle being used in the course of official business; 5) a commercial vehicle using air conditioning or heating during a driver rest period or while waiting to load or unload; and 6) when the ambient outside air temperature is less than zero degrees Fahrenheit. When the outside ambient air temperature is between zero and 32 degrees Fahrenheit, vehicles may idle for up to 15 minutes during a 60-minute period. In addition, a passenger bus my idle for up to 15 minutes during a 60-minute period while passengers are on board. Any owner of a location that is used for loading and unloading of commercial vehicles may not require that vehicles idle for periods longer than 30 minutes while waiting to load or unload at the location.
